open any image in Vsco app crop the image to 2:3 format add your saved recipe increase the exposure change the white balance to remove the warm glow from the light use dodge and burn tool to brighten the face and the lights change the white balance to even cooler use blur circular tool - place it over the face and reduce the effect for slightly more subtle look
I have blurred the top of the image using linear blur to make it look even more surreal and to force the viewer's eyes to focus on the subject.
Blur tool works great if you have light bulbs, fairy lights, etc as part of the image - it creates a nice artistic effect. I have also blurred most of the image to again force the viewer's eye to look at the subject.
